Cant see anything true the lens ( super dirty ) , lose components and missing a seal

There is no missing seal or anything. You received exactly what is shown in the photos. And the dirty lens is clearly as described in the ad: "to improve sharpness, lenses can be cleaned."

The scratches on the glass can be clearly seen in the photos and are explained in the advert. It has the complete machinery and, as the advert says, only needs a little cleaning to work properly.
