This sign reads "Model Sake Tokan." It is an advertisement for the sake brand "Model Sake Tokan," produced by a brewery in Fushimi, Kyoto. The name Tokan is written prominently in red, emphasizing the quality of the sake. As the name "Model Sake" suggests, this was probably sold as a very high-quality sake at the time.
