Comments
Mincmaster: ВС - Victor Smirnov (1913-1917).
There are two varieties of the 1913 commemorative ruble, differing in the front side of the stamp: "flat embossing" of the first batches and "convex embossing" with more relief portraits.
Converting the weight of silver to the edge: 4 zolotniki + 21 dolya → 4 • 4.27 g + 21 • 0.445 g = 18.014 g
