The medal was established by the “highest” order of Emperor Nicholas II on February 21, 1913. According to the Regulations, this medal was issued:

"a) persons who, on February 21, 1913, were in court positions and ranks and in public service in the military, naval and civil departments, as well as Members of the State Council for Elections; Members of the State Duma; clergy and clergy of the Orthodox clergy; clergy of non-Orthodox confessions; serving in elective positions in noble, zemstvo and city governments; civilian and part-time employees of both sexes in government agencies; retired ranks of the military, naval and civil departments who have the right to wear a retired uniform; educational staff of both sexes in higher, secondary and lower government educational institutions; actors and actresses of the Imperial Theatres; sisters of mercy of the Russian Red Cross Society; volost elders; chairmen of volost courts; caraway voights; village elders and corresponding officials of the volost and rural administration and persons with the Insignia of the Military Order;

b) cadets and pages of special classes, all those in active service on February 21, 1913, the lower ranks of the army, navy, separate corps of border guards, separate corps of gendarmes, police, escort teams and prison guards, as well as representatives from the rural population attracted to participate in anniversary celebrations in the Supreme presence;

c) all persons who took a prominent part in the development of issues related to the celebration of the tercentenary of the Reign of the House of Romanov and the organization of anniversary celebrations, or in the celebrations themselves."

In addition, the Regulations on the award indicate that "the persons named in paragraph "b" receive a medal for free, but everyone else is given certificates for the right to wear a medal, which is purchased for a fee."

"Initially it was planned to order 2-3 million medals from the St. Petersburg Mint, issued both for a fee and free of charge. In fact, by June 26, 1914, the Mint received orders for 2,028,166 free medals only, but only 1,039,435 were minted. not awarded) “can purchase” these medals from one or another private company for their own money, at the rate of “15 rubles per hundred.” Those living in distant provinces could receive medals by mail from the St. Petersburg “Good Deed” store, on the Fontanka, 39. The cost of the medals in it, including postage, was relatively low: St. bronze with a ribbon - 60 kopecks; gilded with a ribbon - 75 kopecks; with a ribbon stretched over a block - increased in price by 15 kopecks. For wholesale sales up to 10 medals, the price of one piece was reduced to 50 kopecks, etc.
