The thing is, you didn't show ANY evidence (like a photo or something else) that you were asked to pay some extra money. You (although the recipient wasn't even you (a Belgian) but some woman in Poland) simply refused the parcel at the last moment when it was being handed over. If you really had some extra to be paid (which is very unlikely), I would cover it for you, but once again, you didn't show ANY evidence
