Stalin instructed the head of the Main Logistics Directorate of the Red Army, General A.V. Khrulev to prepare a draft of a new order to reward those who distinguished themselves in battles against the Germans Two artists were commissioned to prepare prize sketches: S.I. Dmitriev and A.I.
