The Order was created on 20 July 1964 and is awarded for bravery in action and for distinguished conduct in the armed forces. 2. The coup installed Salah ad-Din al-Bitar (one of the founders of the Ba'ath Party) as prime minister. The medal was awarded to all military personnel who were serving as of 9 April 1963 (the day after the coup).
